Ray became Managing Director of Unity Partnership in July 2018 following the acquisition of the company by Oldham Council. He is a vastly experienced, entrepreneurial director who has operated at board level in a variety of roles across both the public and private sectors.

Dominic Whelan
Chief Operating Officer

Dominic became COO of Unity Partnership in April 2019 and comes to us with a wealth of experience managing public sector organisations as well as with the British Army.


Chris Petrie
Head of Information & Technology Services

Chris joined Unity Partnership in 2013 in an advisory capacity and became Head of IT in 2017. He has over 30 years’ experience designing, transforming and delivering IT in a variety of industries, including engineering, manufacturing and public sector bodies. Chris also has substantial experience in IT outsourcing and BPO services.


Gordon Anderson
Head of Highways & Engineering

Gordon joined Unity Partnership at its inception in May 2007 as a Section Manager leading bridges & capital project delivery and progressed into the role of Head of Highways & Engineering in late 2015. He has over 25 years’ experience delivering asset management and highway infrastructure engineering services, as well as experience managing contract/specification renegotiation and cultural and physical restructuring of services within the Highways & Engineering team.


Pam Siddall
Head of Exchequer & Customer Services

Over the last 25 years, Pam has worked in a number of roles in the public sector with an expertise in revenues, benefits, transactional finance, Local Welfare Provision, contact centre and one-stop shops. She is passionate about opportunities to enhance local authorities’ ability to maximise revenue and support their residents. She enjoys creating an environment where the public and private sector can collaboratively work together, improving public services.



Akddus Khan
Community Liaison Officer

Originally from Oldham, Akddus joined the Unity Partnership in March 2018. His role involves driving Unity’s apprenticeship, graduate and work experience programmes. Having worked with young people in his previous roles, he is passionate about creating opportunities for the Oldham community.


John Winterbottom
Divisional Manager – Property

John joined Unity Partnership at its inception in May 2007 as Principal Building Surveyor, progressing to Divisional Manager in 2011. He has over 30 years’ experience in property maintenance including over 15 years’ experience of managing multi-disciplinary teams, delivering a range of property management services to Public Building and School portfolios.


Rosalyn Smith
Estate Manager – Property

Rosalyn joined Unity Partnership in June 2016. She is a Chartered Surveyor with over 25 years’ experience of successfully delivering estates and asset management projects over a wide range of property types in both the public and corporate sectors and managing the teams which deliver these services.
